Rein chains are used on romal reins, never on split reins.   Much like the slobber straps on a snaffle bit outfit, rein chains help to extend the life of valuable rawhide reins as well as adding weight and feel to the reins.   While strong, in the event of an accident or mishap, rein chains are made to break before the rawhide reins.  Rein chains are made with a variety of metals, patterns, and styles, with most horsemen preferring for the finish or patina of the chains to match the bit.  Sometimes made with swivels, rein chains have S-hooks at each end to connect to the reins and bit.   Rawhide or leather rein connectors are also sometimes used between the reins and bit.
